The penitentiary policy in relation to the work struggles between two options. On the one hand, the work like part of an integral policy is conceived, combined with other re-educations measures. And, on the other hand, the work is conceived as a form of return of the social damages caused by the delinquent. The work has positive functions in the rehabilitation and socialreintegration of the prisoners. The work has important functions for the learning in the structuring of the daily life in the jails, the arrangement of the time within them and in the construction of the subjectivity of the prisoners, since the work improves the self-esteem. L’article pose la question de l’efficacité de la prise en charge sociale et des mesures de réinsertion proposées aux détenus étrangers. L’administration pénitentiaire française est-elle capable d’assurer un réel suivi de ces personnes incarcérées en France mais socialisées et insérées dans une autre société ? L’enquête de terrain menée en Alsace montre que la barrière linguistique rend difficile la prise en charge sociale. Ces inégalités sont aussi visibles dans l’application des aménagements de la peine. De ce suivi limité découle un vécu carcéral souvent marqué par l’isolement de la famille et des services pénitentiaires, l’incertitude et le renfermement sur les valeurs partagées avec les codétenus allemands. English VersionThe text raises questions about the effectiveness of the social programme and of the proposed reintegration measures for foreign inmates. Is the French penitentiary system capable of dealing properly with these people who are locked up in France but whose social and cultural roots lie in another society? The survey conducted in Alsace shows that the linguistic barriers hinder the social programme. These inequalities are just as noticeable in the way in which reduced sentencing powers are applied. The consequence of this limited support is a prison existence that often evolves through isolation from family and prison services, leading to insecurity and a withdrawal to the familiar values shared with fellow German inmates.
